Problem with computer booting

I've just built a new system, AMD Phenom X3, 2gb DDR 2 memory and a GT520 Graphics Card on a Foxcomm board. this is just a temporary system as old system blew after powercut. The Problem i'm having is when you turn computer on all lights come on, fans spin, hd and dvd spin up but motherboard doesn't post but if you leave for a few minutes and then press reset a few time computer powers fine windows loads and everything is perfect. powers down in to sleep mode all lights are off and will recover perfectly from this state. its just the initial boot where problems occur. Does anyone know what could be causing this issue?
