First, type cmd
A window opens, then type regedit

Hmmm, I'd be concerned about a malware infucktion.

If from a start run, I have seen this happen with some commands, but not with regedit. Just thought I would mention to enter cmd 1st.

I agree with jtt283, reg edit and task manager opening and closing quickly are normally signs of infection

Hello and welcome to Tom's Hardware Forums.

I'm with jtt283 and ebola28 on this and if it does it in Safe Mode as well, you have a major problem. If Safe Mode with Networking logged in as Administrator works alright, download MalwareBytes from http://www.malwarebytes.com update and install it then run the Full Scan while in Safe Mode and let it fix anything it finds.

It doesn't end there so paste the log of the scan back here for more suggestions.

Try ipconfig. - And there are no infections.
