Is my CPU bottlenecking my GPU?

Hey guys, so i recently upgraded my ram from 4g to 8g and my GPU from a single 5870 to a 7970. Below and my speccs, just curious if its time to upgrade my CPU.

PS: On a side note, i understand this is not the right place to post it. By with my ram upgraded ive noticed my ram usage has increased, where i used 3-3.5g i know use 4-4.5g. Is this normal?

The ram use isn't normal I don't think as I never seen that from a gpu upgrade. Unless you upped settings in games or something.

the cpu is fine.
