ok i have a motherboard
it has
1 x PCI Express x16 slot, running at x4 (PCIEX4)

what are x4 slots for

and can i turn it to x8 some how ?

Definitely not.
When it says "running at x4" it means only 4 of the PCI-e lanes of the 16 are wired up, and the rest are blank. You can check yourself by looking into the PCI-e lane while under some light and notice only a section of the lane has metal "fingers".
x4 slots are for cards that only need 4 PCI-e lanes, some RAID cards I believe have this.

Are you trying to run multiple GPU's? That mobo should have two PCI 2.0 x16 slots, and the other should be running x16.
