Only motherboard light turns on!

Hey guys, I just finished putting my first build together and I'm having some problems. When I turn on the power supply, the motherboard light turns green but there's also a high pitch noise that's coming from somewhere. I tried plugging everything out and seeing if the power supply was making the noise but it wasn't. I've tried connecting just the case fan to it but it's not turning on either. After that I plugged in only the motherboard into it and it started the noise again, and nothing's happening. Is the PSU or motherboard dead?

Edit: The power supply is the Corsair builder series 600 Watt and the Motherboard is the Asus P8Z68-V LX

what gpu are you using sounds like eiother gpu does not have power to it or powersupply is not effient enough need more details

If it is a really loud sort of shrieking sound, it may be coming from the video card if you did not connect PCIe power plugs.

Ok it's booting now but I had to hold the memory reset button on the motherboard and now it only shows my ram as 1333 speed when it's 1600 any ideas?

And now for some reason it's over clocked to 1648 speeds
