Upgrading old PC

Hi

I'm looking to upgrade my old PC for my wife. She only uses it to download music, steam movies, coupons, etc. I would like to only upgrade the CPU, Mobo, and RAM. I may purchase a new CD/DVD drive since they aren't too much and I don't know if the ones I purchased 5-7 years ago are as good. I have an Antec 380, will I need to upgrade that too?

I only know about Intel really... but I figure for a low budget (like to keep it under 150-200) AMD would be the better route. Any help would be appreciated. Thank you.
