i have cooler master 550W (RS-500-PCAR-A3) can it run ati radeon 6970

Looks like you PSU only has one PCIe connector, the HD6970 requires 2 such connectors. You might get away with using a molex to PCIe adapter, but this PSU is really too little for the GPU in question. You would be better off in the long run by upgrading your PSU to meet the needs of the GPU more adequately.
