All DIMM slots fail Memtest 86 on MSI 970A-G46

I thought the ram was bad so I purchased:
CORSAIR Vengeance LP 32GB (4 x 8GB) 240-Pin DDR3 SDRAM DDR3 1866 Desktop Memory Model CML32GX3M4A1866C10
I've tried testing 6 sticks of ram, 1 stick at a time in every memory slot. It seems after 15 minutes every slot results in errors on memtest 86. This means either the motherboard or IMC is bad on the cpu, right? What is the next troubleshooting step? Should I just RMA the motherboard? It's too late to RMA it back to newegg and I no longer have the motherboard box or anti static bag. I'm at a loss as to what the next step is.
I have manually adjusted the voltage to 1.504 volts. I have tried both setting the timing/frequency to suggested and also tried auto.
