I would hope law enforcement would have more resources than us to help clean up a video like that.
As it is, I did send them to a place that could definitely help if that is the case.

I currently man seven security cameras daily. I have given the local police many videos over the years. They have no problem enhancing, blowing up, etc. security video. Up until a couple of years ago, the local police 'preferred' the video to be a VHS which I used. Their software worked best with VHS tape at the time. I would guess by now DVD security video and the software used to enhance it would be more readily available to them. The video from our security cameras have resulted in maybe a dozen arrests over the years. The local police would be the place to go with the video.

There are programs like this available. I have not used the softeare.

Or, This is someone recording people entering their PIN numbers (maybe even someone they know ) and when he got the tape home, sees it is too fuzzy to use. Scheming to steal a card is not much use if the PIN can't be read from the tape.

But one of them good 'ol boys at Tom's Hardware will surely show me how to make it readable.
