My System: Motherboard - ECS RC410-M Processor-Pentium 4 Graphics- Ati Radeon xpress 200 . 1 free pcie express 2.0 x16 slot . 1gb ram (looking to add another 1 gb stick) HIPRO 300 WATTS MAX, 19a on 12+ rail. I play a lot of flight simulator x and call of duty. Live in Canada, newegg.ca or tigerdirect.ca. no card preference , 19" monitor , purchase date less then a week. running windows xp

I was gonna buy the
HIS H677FN1GD Radeon HD 6770 1GB - http://www.newegg.ca/Product/Product.aspx?Item=N82E16814161387 or even the diamond radeon hd 4870

But someone said my computer would bottleneck it. Can you guys tell me if i can run this card ? if not please give me suggestion on other cards , that will maximize my graphics performance for my 300$ budget( all in)

I agree, time for a core upgrade. Not sure how these prices compare in Canadian but this would be a start:

Pentium G860 ~$100usd
4GB ram ~$25usd, or 8GB ram ~38usd
Foxconn H67S mobo ~55usd
Total: $183usd

That gives you $120 for a radeon HD6670 which will run on the board power, but be a HUGE step up from your current integrated graphics. I would then wait on moving up to a mainstream/performance GPU until you can afford a better power supply, and an i5 with 4 cores to go with it.

I know these are not the exact CPUs we are talking about, but they are close and will give you a general idea on the kind of improvement to expect:

Plus with 4 or 8GB of ram you will no longer spool to vRAM which will be a huge performance increase.

I would be willing to shell out 370$ , can you guys give me links on newegg.ca or tigerdirect.ca. On the exact compatible things , would they be compatible with my current harddrive and optical drives? ( running intel pentium 4 atm) .
