I have a semi-modular SeaSonic M12II 520W PSU http://www.seasonicusa.com/M12II-Bronze.htm. The cables are already sleeved, except for the both ends of the cables and I wish to get them to match the colour of my new case (NZXT phantom 410 some time soon). Some might suggest buying a sleeving kit to sleeve the cables..but just let's say this is not an option for me.

I was thinking of using black electrical tapes to cover both ends of the cables, of about 40mm of coloured wires at both end exposed... but can't really tell if it's safe to do so.. What do you all think?

Yes it is safe, but unnecessary. How much time are you going to look at the innerds?

The heat inside the case is going to soften the electrical tape's adhesive and you'll see the tape start to unravel and flop around in the air stream. That's why heat-shrink tubing is used instead of tape.
