Is a 650w power supply enough for this system?

Yes. A quality 500W PSU would be enough for you. Allowing for 10% capacitor aging, plus my assumptions about #of fans, the PSU calculator at http://www.extreme.outervision.com/PSUEngine came up with 440W.
A quality modern PSU has full range active PFC (no little voltage switch) and some level of 80+ certification for efficiency. Seasonic, Antec, Corsair, XFX, and Enermax/LEPA are among the better brands.

Depends on the PSU. If it's a decent brand then yes - but a 500w would probably be enough

Alright thanks for the quick replys. The reason I ask is because my video card seems to be making a high pitched noise when i play certain games. I thought it might not be getting enough power but I guess not :S
