Wait for PCI-E 3.0 support?

I'm going to build a new single GPU PC either when:

1. GTX 600 Series is released
2. Ivy Bridge is released

My concern is, if I should wait for the second choice to gain PCI-E 3.0 chip support.
The PC is going to last 3-5 years, with GPU's being the only replaced component over time (3-4 replacements)

Ivy bridge is not a change in architecture only i die shrink so i would not expect any major improvements and it still uses LGA1155 Z68 mobos are at a rock bottom price right now and support USB 3.0 SATA 6GB/s and PCIe 3.0 for upcoming graphics cards. if your budget right now is under $800 dollars i would definitely buy now.

To support PCI-E 3.0, shouldn't the PC support it both on the motherboard, and the CPU? Is the idea of buying a PCI-E 3.0 supporting motherboard not that upgrading later to ivy bridge would give you that feature?

Let me quote the conditions of your answers again:

"The PC is going to last 3-5 years, with GPU's being the only replaced component over time (3-4 replacements)"

Now... let try and answer my question again....go...

unfortunately it's a hard question to answer pcie 3.0 is definitely an improvement that will be utilized within the next 3-5 years but will the 1155 socket properly implement it, or will it face other hardware bottlenecks yet unseen as of now it's not testable.
I'd say in terms of future proof i would wait for ivy chips to come out and see what the mobo leaders do. We may be seeing new chip sets and capabilities across the board.
