Configuring a Gigabyte board based system

Hello,
feel confident about system building....but have NO idea where to start in terms of specification.
Am presently running Linux, and am informed that Gigabyte boards work well here. May consider a return to the new Windows OS in the near future.
NOT interested in gaming.....but would like machine to have DVB-s2/PVR capability (Have my eye on a TBS card for this purpose!) Hoping to spend wisely, though not necessarily at the 'cutting-edge' technology-wise!!
Hoping someone out there can suggest some hardware combinations as a starting point.
I'm in the UK BTW!!!

Change processor into athelon ucan update into fx8150 any time , graphics card into radeon5970,
