Unless you plan on extremely overclocking your processor(which would give you next to no benefits in most modern games) getting a liquid CPU cooler is just overkill, as is the addon sound card and the network card. And unless you plan on having over 16g of ram, which is REALLY overkill for gaming, then Windows 7 home premium will do everything that ultimate will. With the single gtx 560 ti, you wont need more than say a 750w psu, and that's if you plan on SLI'ing in the future.

You're spending a TON on extra stuff that will give you virtually no gain, and want to game on a 19" monitor? I would recommend grabbing a 24 inch or so, anything with 1080p.
With a single monitor, the 2gb GTX 560 is probably over kill, and the normal version should do you fine, or you could take the money youre saving by dropping some of the things I've suggested, and get a gtx 570.

i need the cooler for overclock which isnt next to nothin the sound card is less than 10$ im getting 8g of ram and i found 7 ultimate for 35$ and i plan on multiple memory cards in the future and i am only going to have the 19" screen until i get enough cash for 3d or imax
