Computer not booting smps fan not work

Actual Problem is 2day my system check the bios(phoenix) pc health status->cpu temperature->Disabled->F10->save and exit.next power on the system not power LED will glow ,mother board LED will glow and SMPS fan not roate.how will i'm power on the system plz help me

Sounds like the cpu is overheating. Re-set your cpu's heatsink and fan to ensure good contact between the cpu and the heatsink, you may have to clean the old Thermal Interface Material and replace it with new TIM. If the heatsink has a fan, verify that the fans connector is properly attached to the motherboard.
