Fans spin really slow

I opened up and cleaned my PC for the first time in a long time due to an unrelated restart problem (software-based, I think) and after doing so my fans are barely spinning. I thought it was dust buildup and indeed my CPU fan couldn't spin at all due to it, but after cleaning it out it's spinning slowly and my main one is even slower still. Help!

Sorry if this isn't in the right place, as my PC isn't overclocked I didn't put this in the Air Cooling section.

My CPU temp is hovering around 40 c, but my GPU is apparently at 125C?!

Gigabyte mobo, Intel Dual Core CPU @ 2.00 Ghz, 2GB RAM.

Speedfan gives Fan 1 at 1500 RPM and fan 2 at 500. I'm getting an unpleasant smell from inside the case.

Problem solved. There was so much dust in my GPU fan it couldn't spin.
