gta 5 is a very very hard game to run regardless of system specs because it is a console port.

the game prefers a quad core. even with a phenom IIx4/gtx 560 i had to turn the shadows down to medium to get acceptably smooth gameplay.

It seems that your problem is that GTA is overwhelming your Video Card. I found this board where other users were experiencing the same problems you are. I suspect that the problem is in the drivers for your card which is actually quite old now. I play the game on a 560 Ti and it hums along but my GTX 460 could only play it on more restrictive settings. The 9500 was not a powerful card even in its day. The 9600 was considered the top if the mid range then. I suspect that as the GPU struggles to deal with the load it is under the game keeps trying to throw data into Video Ram and spits the dummy when the data bottlenecks. The probable best fix is a 560 Ti I am afraid. GTA was always a very demanding game that stretched the average PC to the limit. Your CPU would be better if it was a Quad Core I believe but I note that Quad Core owners have had the same problem according to the forum I have pointed you to. It may be time to make that investment in a new GPU. There are some workarounds on this site. You may or may not find some success but at least it will explain your situation more clearly if nothing else.

the 560ti is overkill at his resolution imo. i've seen it ran smoothly on a hd 4770. going from a dual core to a quad core cpu brings the biggest improvements provided you have a decent gpu. the op needs a cpu and gpu upgrade most likely.

Upgrade to an i5-2500k if possible. Once that is done you should be ready for the next 3-4 years.

Go google GTA 4 problems. Thousands of people have experienced problems with the game. Rockstar released a patch to fix a lot of the issues that were in their crappy code. I'm running a C2Q / GTX 285 / 16GB DDR2 and the game ran like crap at first. While a 9500GT isn't ever going to run it well at all, it will run it on low settings at that resolution.

same here guys. reduce the textures and shadow detailing. sucks when one has to play a game at lower settings than normal. its was just a poor port, thats all. (then again, i found it extremely awkward to play the game with an xbox 360 controller :p  )

You need a higher end gpu. Also do you have a legit version of gta 5?

You don't fix video memory issues by upgrading the CPU. If you want to play GTA you will need a better GPU. A CPU upgrade would also be very good but if it is one or the other then GPU first.
