Need to find the cheapest mobo, psu, cpu, ram, hdd, dvd that i can for this build.

The cpu has to not bottle neck the gtx 295 at 1920x1080

What is your budget? Some people think of a budget build as $600, where others think of it as $300, so please specify. You can get a 500GB HDD for $85, Ram for $40, i5 CPU for $190, and a DVD Drive for less than $20.

A solid Corsair PSU should run you about $40

300-400$ Would rather go AMD on this one also.

AMD Phenom II x4 and overclock it to 4GHz and it should be fine with the GTX 295 for the most part and even when it does bottle-neck, it won't be by much. However, a cheaper Intel CPU+motherboard combo would do the job better.

I don't know if your GTX 295 will even fit in your case, since it's a micro ATX case.

Anyway, the GTX 295 requires a 680W power supply at minimum, so I included a 750W, which is gonna be the most expensive part of your build.

Unfortunately since you said max $400, this is the best bang for your buck CPU available for this price.
What you can do is find combo's on Newegg to try and mitigate the price.

The Pentium G630 isn't faster than a 4GHz Phenom II x2... Needless expense to buy it and the motherboard. Also, the 295 doesn't require a 680w PSU. That's recommended, but if you have an efficient enough CPU, then it's not a problem. That wattage requirement is adjusting for a high wattage quad core CPU for the time and an otherwise high wattage and low efficiency system. The 295 uses less than 300w peak, so with a CPU that doesn't go too far (such as a Phenom II x2, even at 4GHz), a 600w PSU would do the trick while also having plenty of headroom for safety. A 500w could do it and have a little headroom, but not enough for my preferences.
