Can my PSU support this

cpu- dual core E5200 2.5Ghz
ram-ddr2 1Gb
gpu - SAPPHIRE VAPOR-X HD 4890 1GB GDDR5 PCI-E (this is the upgrade)
and power s. ms PRO 550atx p4
So my question is can my PSU support this or is too weak

It is very lilkely you will have issues. The 12 volt rail only supplies 16 amps. The 4890 is a 190 watt(peak) card. 190 watt /12 volts = 16 amps With capacitor aging taken into account I doubt you can run this card with that PSU, well at least not without random crashes now and then when power demand peaks.

Like WR2 said this is an old design. Back a number a years ago the amps were needed more in the 3.3v and 5v rails. This PSU lacks greatly on the 12v rail. Unlike some prior advice not any 500-600 watt PSU will do. Its all about the amps on the 12v rail for power the 4890.

Im not sure what you could get in the 40-50 dollar range (30-40 euros) that is of any decent quality. The KINGWIN ABT-650MM 650W is about the only thing I can think of and its still of low quality(super flower built) but would do the trick. Also a decent PSU for cheap is the Rosewill Green Series RG630-S12 630W. I spend around 120 euros for my PSU's in my gaming PC's so I am definatly not the greatest person to be recomending PSU's in the 30-40 euros area because I don't do to much research on PSU's in that price range.
