IE8 and FoxFire both use 100% CPU

Hello,
I need help. Whenever I use the Internet Explorer or Firefox, the CPU usage goes up to 100% when I click a link, a page, or actions within the IE or Firefox. The CPU usage stays at 100% or near 100% for a few seconds (6-10) and then it comes down. During the 100% CPU usage, it shows that explore.exe is using over 90 to 95% of the CPU. I have tried everything including running every antivirus, antimalware, etc. and there is virus or anything on my system. I am running a XP-Pro with 1.5 processer and 2.0 GB RAM. Any suggestions?

If you are running a single core processor, especially a pentium 4, then its way past time to get a new system.

That actually sounds normal.
Had you ever noticed a time before this when it didn't do that?
