Ati radeon hd 5450 compatible in samsung crt monitor

the monitor dont have any output. it's just a blackscreen and my power supply is 350 watts.. while the s[ecs of the videocard says 400watts..

The power supply likely isn't the issue; check the cables, and check your monitors settings. If the monitor has more than one type of video input then you may have to push a button to manually switch between VGA/DVI/HDMI etc.
