W2k vm problem

Somehow after my fresh installation of w2k the virtual memory settings are messed up. I have 256MB ram, and i understand that windows default settings is initial 384 and max 768, but after setting that, windwos keep booting with no vm at all, and set it at 20mb. some of my progams can't run without enough vm, and the only way i know currently is to do another fresh installation (another 3 hours!). can anyone help me solve this problem?

Could you tell me how you got rid of this problem..?
I have been having the same VM problem ever since I installed norton System works and I can't figure it out..
