Wallpaper of the Local Group Policy

I am able to set all users who login to the system to use
the Corporate Image. However, the background color is a
darker blue then the default light blue of Windows
Classic.

Does anyone know how to set the background color to a
spcific color and apply it to all users who login to the
computer? I don't see this in Local Group Policy.

Apply a theme that applies the colour. That is in GP.
