Computer wont work, PSU making a ticking sound

i recently built a computer from scratch and as i turned it on to BIOS boot i found that nothing happened other than the PSU which made a ticking noise. I tried the paper clip test and the PSU worked fine but when its plugged in to the motherboard it just ticks and the fan doesnt spin. Any reasons why this is happening and how to fix it?

short inside so a cable sparking with the case you write fan not working could is power cable that made the ticking,stop using it before you harm other components and rma psu

I agree with anonymous1 and scout_03. The paperclip test just shows that the PSU isn't completely dead. It can still be a problem if it passes the test. What are your system specifications by the way?
