  1. I already own Win7 pro 64bit.

    monitor has HDM, D-sub and DVI i think.
  2. if youre going to use fraps, a solid cpu is needed, and a second fraps only hard drive is recommended. so, by your budget, the cpu and a second quality hdd )with good sequeltial write speeds) would be my priority, however, this may be tough. have you looked into buying used parts from respectable forum areas? or even ebay? this will stretch your dollar and afford you decent parts for up to %50 off. (i just got a v1.1 msi BB xpower bnib for 135 on ebay).
