If your friend is not going to overclock get the 975BE, if he is going to overclock get the 965BE and the CMH212+ (Cooler Master Hyper 212+).

He may simply get further overclocking the 975BE because AMD was saving their best batches for last release, but it's completely the luck of the draw if any of them could reach 4.2ghz on air cooling, there are no guarantees they are basically the same under the hood, just the latter release is probably a better quality.

I had my 965BE overclocked to 4.2ghz on air 24/7 stable, reached 4.3ghz but just for a CPU-Z validation.

The EVO has a better base than the original CMH212+, it's only about a 1c better performance difference.

its all the same CPU. just get the phenom II x4 955 or 965 and change the multiplier in the BIOS for an instant 970, 975, 980 etc.,

how to change multiplier
May 8, 2012 2:32:49 PM

Taking the 965, for example, to change it to a stock 980, change the multiplier to 18.5 and you can still keep the stock cooler, as the 965 cooler and the 980 cooler are the same.

Since it's all the same CPU, with just a different base clock, go for availability/price. Preferably the 965 BE.
