so here is my problem. i built a gaming rig about 2 or 3 years ago. specs are

asus motherboard(not sure exact model)
amd phenom x4 2.6 ghz
2 gig ddr2 ram
ati sapphire 4830 512 mb video card
1tb drive

i used to play world of warcraft on this machine full settings running around 300 fps sometimes a bit higher. i set the system aside for awhile and got a ps3 so i didnt use it for about 2 years. i decided to set it up again and play some wow or gta 4 on it. when it came time to play my comp ran the games about as well as a brick would. even low settings i got below 20 fps.

does anyone know what happened?

Something changed. Electronics Troubleshooting 101 teaches us to suspect the physical aspect, contacts. Perhaps some corrosion set in. I would unplug and replug every single connector in there and take all expansion cards out and put them back in in an attempt to scrape the contacts clean enough to work. I am against spraying cleaner in computers. Unplug the power cord before you begin.

The computer is way to old now. I'm not surprised. GTA 4 has been patched and increased the code for your GPU to render. I recommend, buying your self a new card. I have a 56oti and works on Ultra High @60FPS at 1080p.

It's fine for medium-ish games. It's quad core, so that's a massive bonus. If you have cash to spare you could go and buy a new CPU & Mobo bundle. But, that CPU is fine for now. It's just your GPU holding you back, go and buy a new one. 6950/570.
