The only difference between a 32-bit OS and a 64-bit OS is the ability for it to handle more memory (RAM). I don't see how being able to use less memory would make video streaming any faster for you, not to mention a clean install of windows would make it difficult for you to get your laptop specific drivers loaded again.

A 64bit OS is actually more efficient using memory so by going to 32bit you would actually slow down your laptop a very small amount.

Slow video streaming is much more likely caused by the fact that you have a Celeron processor. Even the much higher clockspeed desktop Celeron processors are not going to be very good for anything but internet browsing. They are low end and have never had a very good reputation for anything.

It could also be caused by slow connection speed.

Did that laptop come with Windows 7 or XP?

the problem isnt your software, its that youve got a celeron in a laptop, probably with low end on board graphics...ram might be a little low especially if your sharing to the video (probabably)
