what is the make and model of the motherboard in this question as it might be you are trying to use a PCI card in a PCIe slot or a PCIX slot or something like that

PCIe slots are keyed between the 11th and 12th pin position which makes it impossible to put a PCI card in a PCIe slot.

PCI-X is simply a PCI slot with 64bits extension and is intended to be backward-compatible, PCI cards should work fine in PCI-X slots. However, I do not think there has ever been mainstream/consumer-grade boards/chipsets with PCI-X support.

Might have hit a quirk between the sound card, chipset and BIOS that prevents the card from showing up anywhere on that PC. Doesn't happen often but it can happen. If you are lucky, maybe there is a BIOS setting you can mess with that might fix it.
