I don't know enough about graphics cards to figure out why these two examples of Quadro FX 4800 would be so different in price.

"Quadro FX 4800 SDI by PNY Technologies is the ideal solution for digital broadcast professionals, who use various applications such as virtual-sets, sports, and weather news systems to composite live video footage onto virtual backgrounds and send the result to live video for TV broadcast."

Appropriate sections underlined. The PNY is for TV Broadcasting, the other is a standard workstation card.

OK. For 3D content-creation modeling, texturing and rendering of mainly stills using programs such as Luxology modo (modeling), The Foundry Mari (3D painting, QuadroFX 4800 listed as approved card), and Maxwell Render (rendering) would the less expensive card equal the performance of the $7000 one?

Yes, it is basically the same card, just different purposes/connectors. The other card would be best for what you need (not the $7000 one).
