Its quite normal to be honest , BF3 needs a lot of juice and one thing that is common is FPS dropping in different maps and scenarios. I have the 560ti SLI and feel the 1GB of vram is the culprit for these cards. The game easily surpasses the 1gb and you will experience drop in fps.
As long as your FPS dosn't drop so low that it is causing stuttering or lag then you are cool. Overclocking both your cpu and 560ti's will help somewhat. Also more than 4gb of system RAM will help.

Same problem here, but even worse. Same config, 560 Ti Sli, framerate getting as low as 15/20 in intense shooting. Using new bet drivers (290) didn't help at all. I have 16 GB mem, and have not OC'd the CPU, although the Ti's are at 920 Mhz. It looks pretty bad for my config, don't it? Any Ideas?

Its the lack of vram , just play with the AA and AO settings in the game menu and find the sweet spot. You will notice a difference if you lower these.
I just noticed you have the Gigabyte cards like me , I also had to update the bios on the cards. Go to the Gigabyte website and download the Bios Flash tool and update to the latest bios for your model cards. It made a difference on mine and have less problems with them. Its easy to do and takes a couple of minutes to complete. Its worth it in my opinion. Try it out and let me know if you notice any improvement. Hope this helps you.

Just wondering about buying these 2 cards, gigabyte gtx 560 ti oc and have heard bf3 uses more than 1 gb of vram. I think I will buy an ati radeon 6970 2gb and crossfire it when the price the price goes down

My two HD6950s seem to outperform my mate's GTX570 SLI in BF3, he has a 2600k, I havea n FX-8150

BF3 seems as if it's not optimised particularly for nVidia... Nice change from the norm, but I'm still getting 60 or so FPS solid, sometimes up to 120.

You need more than 1gb vram to max out bf3 w/ 4xl AA on ultra. Turn off the AA that has 2-4x, and keep ther othr on high (forget what they're called). Also, turn down top setting( think it's texture quality) to high. Leave ervrything else on ultra. I hav my motion blur off. That will put u below 1gb vram n u won't have same fps spikes. Sux huh, but that's what u hav to do to hav it run smoothly.

I just returned a gtx 460 1gb I had in SLI because I couldn't increase the settings because of the lack of vram. I wouldn't SLI a 1gb card because u wouldn't be able to max out the game w/o crazy FPS dips. Get a 2gb card and it will run smoother.
