I have got 2 PC on a existing network.
One of the PC which is what I am using can log into the internet using the switch which is connected to a modem with built-in router. The problem is that I cannot view other computer on the network windows.
The other PC's problem is that I can't log into the net at all. All the IP settings are comfirmed to be correct.

Check the network cables going to the computer that isn't getting internet. Make it is linking up on both sides (lights). If possible swap cables with the known working computer to test it.

yeah check cables... check NETWORK CARD..

then double check your Auto Obtain IP automatically if that's your case, and check other configs..

then restart all hardware including modem and router..

also check your router config for your DHCP settings.. make sure your allowing your router to assign it an IP.

good luck

Also for the computer that cant see the othes on the network but that can go on internet, if you have XP Sp2 check the firewall to allow filesharing!
