Unusual GPU usage(this is new)

Hardware:
I have an intel i7 2600 @ 3.4GHz, 8GB RAM(DDR3), And an AMD Radeon HD 6570.
The HD 6570 is overclocked from 400Mhz > 812Mhz Core Clock, and 800 > 1040Mhz Memory Clock.

Overclocking:
Now, I have used these clock speeds for weeks, and the temperature maximum has been 70 Celsius on Full Load, and when its not running a game, excetera excetera, the GPU usage is lower.

Problem:
I have a problem. My GPU usage stays at 90-95% even when Im idling at desktop. The temperature can get over 90 Celsius if on Load. What is causing this weird usage, and how do I get rid of it?
