Using c how u send sms

in my project i want control pump through sms.So can i do using c.

One of the S's in SMS is for Simple. Using C in SMS is definitely not simple.

You would have to do all your coding for the mobile receiver and pump control circuits.
What language does your pump control circuit use?
What language does your mobile phone interface use?
