I wouldn't, that's cutting it close and i doubt that psu put's out a true 400w. They don't even list the amps.

It would have been cheaper in the long run to buy a case and a separate psu.

There was another thread where this guy has a 450w BFG 80+, I told him he was fine, but I wouldn't recommend using that CM.

--> Cooler Master Elite 371 doesn't usually come with a power supply.

What do you know about that PSU in the listing?

Thermalmaster, bad, very bad

Looks like they may be using the Coolermaster brand name now

Notice the psu is still a PSAR-13

The lowest price I can find at that store that Im willing to suggest is this:
CORSAIR CX430 V2

I second that... best decent PSU there is. i hear that Corsair sells them at cost to work the lowend of the market. (they know you will buy one of there bigger more costly PSU's when you upgrade)

I'm sorry.. but in the sapphire site system requirements for HD 7850 OC 2GB, it said "500 Watt Power Supply is required."
is that true?

It's true.
And CORSAIR CX430 V2 is roughly equal with a budget brand 500W PSU. It will have enough power for your parts.
