First build, wont boot

So I'm trying to get this thing running, things aren't going as well as I'd hoped. When I turn on the power, I get a loud revving noise(From the fans i think)Not sure if that's normal or not. Lights from motherboard, case turn on, all fans on, but nothing appears on screen. What worries me the most are the occasional electrical noises i hear when it's on. Anyone know what's going on?
