Cpu core speed jumping above rated capability

Hello, when system is loading I notice that my core speed will jump around to very high speeds it being a amd 3x 445 rated 3.1 mhz It will jump upto 9.2mhz as observed from core temp. Is there something wrong the system is in a non-overclocked state, bus speed is set at 200mhz this does not change when the core speed jumps normal startup no other hardware is in an overclocked state. the system boots normally without lag.
any info on this would be appreciated...
