Under load the GPU and the CPU draw more current. Thus, as the PSU ends up supplying more current, the internals heat up more and so the fans inside the PSU increases it's RPM to cool the components down so as to not have them blowing up.
It is pretty normal....

On a good brand PSU is not happening just under heavy load. But not when play a game. If you can chage that PSU with an Antec , Seasonic , Corsair ,XFX, OCZ even Coolermaster. They are more expensive than Powercool ,but you pay the price for a well donne thing.

Please remove Crappermaster from any list of recommendations. Not only are many of their PSUs poor (read HardwareSecrets and HardOCP reviews of them), but some of them have liar-labels or claim protections that are missing (read those reviews). That's dishonest, and a dishonest company does not deserve anyone's business, on any of its products, no matter how good.
OCZ is hit or miss, but mostly decent. FSP is mostly good now too.
I went to a vendor page for that Powercool Extreme "700W" PSU. It is full range (no little voltage switch) which is good. OTOH, it has an 80+ logo on it, which may be fake, as I don't even find Powercool listed at www.80plus.org. The box has a UL label on it, but no number to check. I'd be wary of this unit.
