AMD Phenom II X4 960T - Use one of these in my current Setup it unlocked to 6 core and OC's nicely so the plan is if the new one doesnt unlock i switch em round!

You could wait until april and get a new Gtx 670.

You could upgrade to Ivy Bridge as well although its not necessary.
Waiting for the 670 is very tempting. I have a buyer for my old rig though that wants it by mid march so i suppose an option to wait for the 670 could be to throw in a cheaper 550ti when I initially build then buy the 670 later on and chuck the 550ti on Ebay. Though the release price on the 670 may push me over budget? Its a tempting thought as it'll be all shiney and new but in reality as I will probably do another build in just over 2 years I have to wonder if its needed.
As to Ivybridge I'm guessing it'll release around or somewhat above the current price of Sandybridge. I know Sandybridge currently sits as top dog for gaming but it also commands the price there. The 960T I use currently i have had no issue with performance wise. Right now its Running unlocked to 6 core and stable at 3.6GHZ, it makes 4GHZ stable on 4 core. Would moving to the intel route really give me a performance hitch inline with its price increase?
As for Ivy bridge, if your having no problems now then there's no point changing as your going to do a new build in a couple of years.
With only one card your not likely to see any gain. If it isn't broken don't fix it.
