Want to build cheapest computer to run maxed out 1080p not below 60fps

Hello everyone I am in a bit of a pickle. I want to build the cheapest as I can to run the most graphic demanding game at fully maxed out at 1080p and not drop below 60fps. I know this is a tough question to ask, but I am asking it just to see what kind of help I can get. I also want the computer to be upgradeable in the future. I do not need a monitor but do need keyboard and mouse.
