Need Thoughts/Criticism on 1st Video Editing PC Build

I'm trying to keep my cost in the $1000-ish range, this is my first build so your thoughts would be greatly appreciated!

Do I need a fan for the CPU or does that come with? Any other major components I'm missing (other than monitor/keyboard/mice/etc.)

Yes, you need a HSF if you overlock CPU. Get the Hyper 212 EVO.
