dude,you need to tell what's the budget for your Graphic card?list your other components and what games you play at what settings at what resolution?
You sound like you are talking to a person on the street........give as much detail as possible.

Best bang for the buck is probably intel integrated card. You don't get much bang but it doesn't cost much either. They don't usually plot it in value charts because it's practically infinity (or division by zero)

and i wanna play bf3,skyrim and other mainsteam games on 1920x1080p at ultra

you can't play that games on 1920*1080p at ultra settings with 6950 or 560Ti,but if you buy 6950 I'll recommend getting the 2GB version but you need to spend some more like $50-60 and then flash its bios to make a 6970.

You can get 2 - 6870's for under 300 US with all the rebates - Should scale to ultra pretty well i would say and this matches a gtx580(pretty close). Provided you can crossfire.

Minimum is a 6970 - But it probably won't allow ultra at that resolution like people mentioned.

I have a friend with a single gtx580 and plays solid with his i7-920. It would take something close to this get to ultra maxed or a dual card config as mentioned. BTW those are awesome budget cards.

yeah,I agree with you but crossfiring can cause microstuttering and above 1080p you will need 2GB of VRAM for better performance and that thing I mentioned above is a good Idea by my side,so,it's time what the OP choose

if maxing out means with antialiasing enabled then go with gtx 560 ti.radeon cards are not currently powerful in dx11 gaming titles when aa are enabled.if aa doesn't concern u then go with radeon card(hd 6950) becoz it performs better when aa is not enabled.

I don't agree with you. ATi cards have some of the best AA options and are able to use AA in games where nVidia can't = remember when Morrowind came out with no AA support, and ATi came out with the "chuck patch" that gave it AA?.. it was a good time to be an ATi user. We're seeing kind of the same scenario with Need for Speed 'The Run'... a game has no AA support but ATi are able to force it through the control panel luckily. Where ATi cards do suffer in DX11 games is when tessellation is used in any degree, and benchmarks everywhere show this. And of course there's always the one thing that nVidiots will always be able to shove in the face of ATi users and that's PhysX support. Not to long ago I scoffed at the merits of PhysX but I've got to hand it to nVidia... it's being implemented into games quite well recently and having a card that doesn't support it is kind of a bummer. ATi guy's don't seem to have a problem shrugging that off though.

I also told above and I'm repeating it now "the 6950 2GB can be unlocked to 6970" and 6970 performs better than 560Ti and crossfiring 6970 makes it even better then 560Ti SLI (coz 69xx series have a very good crossfiring scaling.there are hundreds of guides around the net,just google it)and I agree with you that Ati are poorer in tessalation than nVidia and for PhysX,it isn't that much important unless you are playing games like Batman:Arkham City etc.So,my choice is to get a HD 6950 2GB and flash it to 6970 and crossfire it if you want to do that.

There's hardly any 6950's left that can be flashed to 6970, your chances are slim imo of pulling it off. The cards that unlock via bios jumper have skyrocketed in price from what I've seen as well.
