Cheap silent cooling for 955 BE

My brother has a pc with an AMD Phenom II x4 955 Black Edition, now he still has his stock fan, but it's making an insane amount of noise most of the time.. So i'm looking for a new cheap, but silent cooling. Which will keep it cool (not going to overclock anything). Any advice?

I live in the Netherlands, and buy my stuff mostly at www.alternate.nl with € euro's
I'd like to keep my budget around €20 if it's possible

hope it works as well as the one i used in a resent itx build i did using an Arctic Freezer 11 LP , that one was so quite in use that even holding the itx case to my ear i couldn't hear the cooler running

it's very silent!!
But the pc is still noisy, because of the HD 4870 in Crossfire.. with some very bad coolers.. Gonna replace the 2 cards soon anyway ;)

You could buy a cooler like the hyper 212 plus and change out the fan with a fan of your choice that fits your needs. I changed my fan to a noctua, and it's dead silent.

Either get a new case or get aftermarket VGA coolers for your graphics cards. Stock coolers on graphics cards are noisy, unless you are on idle.
