New build, lag spikes/frame rate spikes. Tried everything

I have even tried formatting my hard drives and reinstalling windows just to get rid of all the drivers and crap on my HDs that might have been causing conflicts.

My build is

Corsair 1000W PSU
EVGA Z68 FTW Motherboard
Intel I7 2600k 2nd Gen. Sandy Bridge 3.4 ghz
Corsair Vengeance 1600mghz DDR3 4gb x2
EVGA 570 Superclocked Video Card
Windows 7 64 bit


As I said, I tried replacing all of these except the CPU so far, with a full format on my hard drives. All my drivers are updated, everything is up to date. Yet I still get the frame spikes.

Now, could this all be possible that I have a faulty CPU? Seems to me that a bad CPU would just not turn on, or everything would be slow. Generally it runs fast, except when in games or videos. Im starting to think that maybe there is a setting somewhere in my BIOS or something that is causing all of this. I may just try and replace the CPU with a new one to see if that fixes it, but if anyone has suggestions about possible settings I may need to change to get rid of these spikes, I would be very happy to hear them. Its been hell getting all these components replaced all over again only to not fix the problem.
