HELP PLZ

Hello,
My PC does not start up but only show light on the mother board for 3-5 seconds on pressing POWER ON Button .The usual start up light on the motherboard blinks for 3 to 5 seconds and the turns off, it repeats this on switching POWER ON BUTTON. Here the fan does not span and the screen does not show any symptoms of detecting power. On opening CD room, it does not detect.
