Depending on whether you need the OS or not this gets closer. It's going to be tough even at $650 given Hdd prices. Start with this and then adjust to fit your circumstances:

Thanks for the suggestions guys :)

Heres my current build:
CPU: i3-2100
Mobo: ASRock Z68 Extreme3 Gen3 LGA 1155 Intel Z68 HDMI
GPU: SAPPHIRE 100315L Radeon HD 6850
Case: COOLER MASTER Elite 430 RC-430-KWN1
PSU: CORSAIR Builder Series CX430 V2
RAM: G.Skills Ripjaw Series 8gb (2x4gb)
Optic: Lite-ON DvD Burner(came with cpu combo)
HDD: Seagate Barracuda ST320DM000 320GB 7200 RPM SATA 6.0Gb/s 3.5" Internal Hard Drive

Will it be more worth it to get a cheaper MOBO and get the i5 over the i3?

No, if you decide to go SLI or crossfire later, you'll thank yourself for getting a good one, and you'll be able to stick in more RAM if you decide you need it later, as well.

So with all the parts listed above, will I have all the cables and whatnot I need to get this thing completely built.(its a bare HDD, not sure if mobo includes cables)

Great build :D  very close to mine, except I already have some parts :D  Anyway, I'm not sure what cables the mobo or HDD comes with, but it's just a SATA cable.. you could probably steal one from your current computer if you have to :p  Other than that, I think the PSU should come with all necessary cables, and so I think you should be good :)
