Graphical Problem on Brand New PC

I recently built a new PC for my friend. Everything pretty basic.

Specs

Acer S200HLAbd Black 20" 5ms LED
HITACHI HDS721050CLA362 (0F10381) 500GB 7200 RPM 16MB Cache SATA 3.0Gb/s
G.SKILL 4GB (2 x 2GB) 240-Pin DDR3 SDRAM DDR3 1333 (PC3 10600) Dual Channel Kit Desktop Memory Model F3-10600CL9D-4GBPK
Intel Celeron G530 Sandy Bridge 2.4GHz LGA 1155 65W Dual-Core Desktop Processor Intel HD Graphics
CORSAIR Builder Series CX430 V2 (CMPSU-430CXV2) 430W ATX12V v2.3 80 PLUS Certified Active PFC Power Supply
BIOSTAR H61MGC LGA 1155 Intel H61 Micro ATX Intel Motherboard

I built it at my house got it all setup and running fine with Win 7 and then hooked it up for them. About a week later they start to see this on their screen which is followed by a total lockup of the system that can only be fixed by powering down the system.

The system is at their house but I told them to bring me the tower I don't think the monitor would be at fault. Any ideas what it might be. I figure Ill run a memtest first and leave it hooked up to my monitor for a while afterwards to see if I experience the same thing. The timing on this occurring is also random it has happened while the computer was in use as well as when it was idle.

So there's currently no dedicated graphics card correct (according to your list)?

A few possibilites:

The driver for your integrated GPU might be corrupt. Have you tried re-installing the drivers?

Is the BIOS up to date?

Have you tried re-seating the RAM?

It may even be possible the integrated GPU on that CPU might be at fault.

I haven't had the chance to try anything yet. And no dedicated graphics card they only need it for basic stuff so I felt there was no need. Once I get my hands on the PC I will do those. I am really hoping that the GPU is fine. The BIOS should be up to date though I did update it before I gave it to them.

Ok I just ran Memtest after reseating the RAM no errors. Ran it a 2nd time and I received a similar effect to the screenshot except it occurred in Memtest. So that basically rules out anything software related. Does this mean mobo or the cpu?

So I thought I had remedied the situation by updating the BIOS but apparently it didn't solve the problem. With these Sandy Bridge CPU's is there anyway know if I should be returning the mobo or the CPU?
