If your motherboard supports overclocking, 3.5 GHz should be an easy jump for a Regor. Remember to increase in small increments and closely monitor your heat while you OC, and test with an application such as Prime95 to make sure your PC is stable under load. Happy Overclocking!

Almost any current GPU can push 1280x1024 with all the bells and whistles very easily. How much do you want to spend? It will be very easy in your case to spend too much, since you aren't trying to push 1900x1200 or something.

The 550 Ti should be enough for 1280x1024. I'll say this though: I use the same resolution and have an Asus 560 OC non-Ti (OC'd to 950/1900/2100 from a stock 850/1700/2100), and there's literally nothing I can't max out and keep playable frame rates (over 30 FPS Avg.).

Some of that may be able to be attributed to my 2500K and it being OC'd to 4.5Ghz because 1280x1024 is usually more CPU bound, but I think you'll be OK with a 550 Ti with that CPU. A 560 Ti would be at the top end of what you would NEED, I think.

I would also suggest this though. If you ever plan on a higher res monitor, definitely get the 560 Ti.
