1000 Rs is about 18 USD. Good PSUs don't come that cheap. You need to spend at least twice that much to get the worst PSU that I'd ever think about recommending.

You get what you pay for, and cheap PSUs burn out in months, frequently destroying other parts of your computer when they die.

Sorry, you're asking for the impossible.

That iball has a 400watt rating but has the +12 volt output of a 250watt PSU.

It's by far the most important measurement, but not the only one. Your CPU and video card both pull their power from the 12v rails, and they use about ten times more power than the rest of your computer combined (seriously).

Lots of amps on the 12v rail is a mark of high quality. Lower quality PSUs will have low amps on the 12v rails, but high wattage by pumping other less important rails. You can get quality units with 16-18 amps on the 12v rails, but even for low end builds I like to see 20-24. If you run the PSU at close to its limit it dies faster, so a little headroom is always good.

I'm a firm believer in never asking your PSU for more than 80% of its peak output.

If the VS450 is what i assume to be the corsair VX - 450 then by all means get that. It is an older seasonic based budget unit that was replaced by the slightly less quality CX series.

I would take a Corsair VX 450 then the Corsair CX430 then the FSP.

The warranty likely becomes void on any component operated outside the mfrs specifications due to overclocking; you have to check your specific component warranties to verify it for your parts. Standard overclocking will not void the PSU warranty...you're simply drawing more power from the PSU.
